Tom was born in Vallejo, California and raised in Napa, California and graduated from Napa High School in 1973 attending some junior college classes in the field of Criminal Justice. His Civil Service career began in 1976 with the Navy at Mare Island Naval Shipyard, Vallejo, California working as a Marine Pipefitter aboard nuclear and non nuclear powered submarines and surface ships. He advanced through several positions of responsibility to include; Pipefitter Foreman, Pipefitter General Foremen and Nuclear Director.

He transferred to Fort Huachuca in April 1994 following a Base Realignment and Closure action that closed Mare Island Naval Shipyard. He began his employment at Fort Huachuca as a Quality Assurance Evaluator for Directorate of Engineering and Housing, Operations and Maintenance Division. Following this assignment he was rapidly promoted and held positions of Lead Quality Assurance Evaluator, Chief, Contract Management Division, Chief, Logistics Division, DPW Executive Officer, Deputy Director Installation G3, Director of Plans, Training, Mobilization, and Security and currently serves as the Deputy to the Garrison Commander, Fort Huachuca, AZ.
